Site cannot be access via phone carrier

when trying to view my website via phone, it works when on wifi, but when using my phone carrier (spring), i get an error message and cannot view at all. the error message is what was defined in the Host Lockout Message field. i hope it’s just a setting that needs changing. i thank you in advance for your help.
