The methods in that article do not require access to your WordPress dashboard.

I have tried all if these steps. I am unable to reach my site.

If you have access on your phpmyadmin, and have the knowledge, you can reset it there. Else, reset through FTP is the easiest.

I can get to phpmyadmin page, but my sign on is not working so I cannot get in.
I have access to my file manager… Is there anything I can do from there?
