Site hacked, reinstalled WP, artwork still there but no content/pages? Help!

I’m really hoping someone can help. I’ve spent the last couple of days trying to do research and figure this out myself with no luck. And I’m at my wits end… ??

I took over a site built in WordPress by someone else a couple years ago. I have no contact with this person, nor am i able to reach them – they are no longer involved. The site was recently shut down by GoDaddy (GD) because we were hacked and junk/malicious files were placed within our files. I worked that out with GD and cleaned out the malicious files, so they reinstated our hosting. Then I had to reinstall WP and once that happened there is no CONTENT on the site. The artwork/layout and web pages are there but no content is on them. Then when I login to the WP dashboard, nothing is found. It’s like a fresh new copy of WP with no pages, media, nothing, only the theme and plugins. When I check the files in FTP, all images and php files are there.

Here are a few things I have tried while troubleshooting:
I reset the database passwords and updated the wp-config file.
I backed up the databases via phpAdmin and repaired all db files.
I checked the permalink structure – it is correct.
In addition, I reset the permalink structure, deleted the htaccess file, and then reset to the original permalink structure (postname) so it would rewrite a new htaccess file.
I’ve changed themes to see if theme related, but it’s not, so I switched back to correct theme.
I have deactivated ALL plugins to the site right now.

I have found that the original designer had 2 databases – one which seems to be for the THEME and another which seems to be for the SITE (which is what are used in the wp-config file).
I also noticed that the original designer had a 2nd copy of the whole WP files, and site files inside of a file inside the root folder (so there’s the main copy of the site, and a 2nd one. .????

Anyone have a clue what I can do next? I’m at a complete loss.
