The WordPress Hosting Team maintains a list of those modules, both recommended and required, in the team handbook (opens in a new tab).

Warning The optional module, imagick, is not installed, or has been disabled.
Error The required module, gd, is not installed, or has been disabled.”

When you checked phpinfo(), did you find either of these modules to have been loaded?

If not, then just make sure they’re loaded (can’t provide exact guidance since I don’t know exactly what you’re using for your local development.)

If phpinfo() shows either module is loaded, then it’s possible WordPress may be having a hard time detecting your environment, as PHP 8 is so now and WordPress definitely has known issues.

    Good luck!
