Site is ALL SSL ?

Set your site/home URL to https://example.com/, ie. what you expect the public to access.

It sounds like you want to SSL the Login form and the Admin area, so you’d use this in your wp-config.php file:
define('FORCE_SSL_ADMIN', true);
