Site title taking up post title characters?

My friend is concerned that he’s not getting all 60 characters used for the All in One SEO post title. It looks like his site title is using up part of the post titles.
1. Is that normal?
2. Can it be turned off?
3. If that can be turned off, should it be?
4. Should he simply leave it alone and deal with only getting 44 characters for post titles?Thank you for your help?
