but is there any reason why sitelinks are outputted in all the website, or is just a bug?

We describe the website on all pages, because it’s part of a network of related things; it’s where the webpage “lives”. That website has properties which we describe, which is what the SearchAction piece is and what is outputting that it would be possibly eligible as a ‘sitelinks searchbox’ rich result.
