Sitemap submission problems

Trying to submit sitemap to Google Webmaster & testing gives

URL restricted by robots.txt

https://www.mysite.com/robots.txt reads

User-agent: *
Disallow: /wp-admin/
Disallow: /wp-includes/

I can’t understand why Google can’t access it.
