Yes, you can also create the wp-config.php manually after you have saved the WordPress core files. You must at least enter the database access data in the file. As soon as you call up the website afterwards, you will be taken to the database installation. See: https://developer.www.ads-software.com/advanced-administration/wordpress/wp-config/
