Skipping option does not appear to actually skip

Thank you for this plugin, first of all :–) But I have a little bug to report. There is this option to skip thumbnails that already exist, but it does not seem to actually skip existing thumbnails. At least they get a new timestamp on the file system. Also, it does not seem to make a difference (time-wise) if there is a new thumbnail to be created or not.
