skipping some zones

I don’t know, maybe the Table Rule settings don’t match the customer’s cart? Is the client address correct? Does it get identified correctly as North America, Canada or US?

that is the problem as i do not get debug message at all.

yes is not plugin it self. if i enter state and zip code it works , but it should work with only country no ?

Table Rate doesn’t actually handle the list of available shipping methods displayed to the customer based on location. The Table Rates you create are registered as shipping methods with WooCommerce and then WooCommerce decides what shipping methods are displayed to the user.

Only if WooCommerce decides Table Rate method would be matched for that shipping zone, then Table Rate checks if the Cart totals, product weight etc. fall within the ranges you have configured for that Table Rate and if not it does not get offered to the customer.
