Thanks for the link.

There are two necessary functions in all themes. wp_head(); and wp_footer();
function wp_head() prints scripts or data in the head tag on the front end and function wp_footer prints scripts or data before the closing body tag on the front end.

Read the following links and add these functions to your theme.

I checked and this code is already in there. For example, in the php.footer template, this is the css (see below). I am using a standard wordpress theme (Dara), so would expect this to work out of the box.
