Small Cookie Policy Box Completely Hidden

The small cookie policy popup box that allows you to change your mind has been missing on both of my websites for quite a while now. I finally figured out that the element stated display:none, which is hiding it. One one of my websites, I tried changing the CSS to display: block, and now it shows, but of course, it always shows – even when the regular cookie banner/box is displayed.
