Smilies Not Clicking

I’ve downloaded the newest version of WordPress, and the newest version of the clickable smilies plugin by Alex King, but it only works in the admin section, not in any of the comment forms (comments.php & popup-comments.php).

I’ve placed the comments tag in the correct spot for it to work, but it doesn’t. :/

Any help is appreciated…
