Smooth effect doesn't work when the link is fixed

I know this kind of topic already exist, but there is no answer at this day. As suggested in this topic : https://www.ads-software.com/support/topic/why-doesnt-it-work-when-height-is-fixed?replies=2, I’m using the latest version (2.0).
So, is it a fix for this issue ?
