It’s possible but it requires some coding knowledge as you need to add HTML and custom CSS to the top bar.
If you are using free version, I can recommend our plugin here https://www.ads-software.com/plugins/boostify-header-footer-builder/, it helps you build the custom header with Elementor easily.
