Social network type multi blog

  • I need to create a site where members can create their own blog page with a limited amount of text and pics (more text and pics if they pay).
    The member would then send out blog to specific friends to comment on. It would be great to have a feature like LinkedIn where the blog could ‘allow us to use your contacts list’ for distribution. These comments could be selected or not for inclusion on the page.
    I need every blogger to fill in extensive information that would be searchable to link blogs I.e hobbies, town of residence, favourite band, etc. So when people search for example a band, their blog comes up and shows a link to other members who also like that band.
    Any ideas?
    I wondered if social engine might work within wp
    Oh by the way I may need a developer to help with this.
