On a Simple Product Virtual on the Product page>Product Data>Inventory setting the checkbox on Virtual and on Sold Individually set to true does not prevent or warn about qtys over one being purchased on the same order. You can put two of more of the same item in the cart and checkout without a peep out of woocommmerce.
