Solves FTP problem

Most of my sites use a foreign language which means contributers use file names with odd characters like ???. That’s OK if you don’t use FTP. Some FTP clients are not happy about foreign letters and the file names get scrambled. Some other plugins keep files in odd places which would be nice if this plugin could handle.
