Some ampersands are allowed and others mutate

We are using your plugin and it works fine with some feeds but has a wird behaviour with some other urls like this
https://www.google.es/search?output=rss&q=whatever&tbm=blg
which is changed to
https://www.google.es/search?output=rss&q=whatever&%23038;tbm=blg
Any idea of why?
