some error message on my plugin page

Have a fresh installation of wpms 3.5.1 but when i click on network admin -> plugin it show some error message over there :

“Warning: mysql_set_charset() expects parameter 2 to be resource, boolean given in /home/pa/domains/xxxxdotcom/public_html/wp-includes/wp-db.php on line 650”
