Some orders are going through with no shipping

I know this has come up before but I’m not sure other threads ever solved this issue. Some of my customers are putting orders through without being charged shipping. This is completely random and not attributable to specific products. I cannot replicate the problem. I am using Printful’s shipping plugin to pull the shipping costs from their website. I have been in touch with printful who replied by saying:
Our developers believe that this was caused by Easypost, a shipping API that Woo uses. Sometimes Easypost fails to return rates and it could cause no shipping rates to be returned. It shouldn’t happen, but on occasion can. They suggest updating your site settings so that customers are unable to submit an order without a shipping option selected. You may also want to contact Easypost to find out what they can suggest to prevent this from happening in the future.
I’m not aware of Easypost settings and do not have an easypost plugin. I believe the printful plugin over-rides woo’s shipping anyway. I can’t find where you can set woo to not let an order through unless shipping has been selected.
Anyone else have/had this problem and know of a solution?
