I have not received any reports of this type of problem from any other users, and it’s not something I’m able to reproduce myself, so there must be something unique about the configuration of your server that is causing this.

Typically, the first thing to do in order to troubleshoot is to disable any other plugins you might have running to see if the problem goes away. If so, then you can re-enable each plugin one-at-a-time until the problem comes back. Then we’ll know the culprit. At that point I can see if it’s a problem with that plugin, ours, or both.

Please look into that and let me know if it works with other plugins disabled.

If PayPal is providing a message that there is a problem with the merchant, though, you would need to contact them directly for details on what might be going on there.
