    It looks as if there is a more general problem with the email server on your computer. You might be able to send an email using outlook but it is an emailing client so can’t be used by wordpress.

    I use an smtp plugin called wp-mail-smtp which allows me to use an external smtp server for my email as my host provider does not provide an email server. You could set it up with the smtp credentials you use to send email through outlook.
