"Sorry, we can't complete your purchase at this time"

Hello,
I installed paypal express and was testing out the payment on my live site.

My products are only for sales in the US but i’m testing the site from outside the US. So i installed hola to get a US IP address.

Everything went fine. I was able to go to the checkout page to enter a US address. I clicked on “Proceed to Paypal”, keyed in my personal paypal account and this message came up “Sorry, we can’t complete your purchase at this time. Please return to the merchant and choose another way to pay.”

I’m not sure why i’m getting this message. Grateful for any help i can get!
