“sorry you have reached your download limit for this file”.

All the products on my website are downloadable PDFs. There is no expiry date set on the downloads, but they are all limited to being downloaded 1 time. Sometimes the download works fine, but I am regularly being contacted by customers to say that they cannot download their purchase and they’re receiving a “sorry you have reached your download limit for this file” error message even at first attempt.
