No, it’s not possible to order a list with two different sorting methods at once. You have to choose: newest posts first or most relevant posts first.

Perhaps what you want is a search that will return the most relevant posts first, but does give a good boost for recent results: https://www.relevanssi.com/knowledge-base/relevanssi-match/#datebased
