Spaces in Subject when processed

Not all, but a good portion of my email subject lines are having additional spaces added. This is an issue when the category for the post is changed, then no match is found.
If there is a setting I’m overlooking or an addon to address this issue, I’m more than happy to purchase it.
My Post Title for example is changed to:
[Department of Fish and Wildli fe] Monthly CNDDB Data Download
It should of been:
[Department of Fish and Wildlife] Monthly CNDDB Data Download
That way it would match my category “Department of Fish and Wildlife”

The subject source for the email that caused this is:
Subject: =?UTF-8?Q?[Department_of_Fish_and_Wildli?=
=?UTF-8?Q?fe]_Monthly_CNDDB_Data_Downloa?=
=?UTF-8?Q?d?=
