spamers have got me locked out of admin

I have just tried to log in to my blog admin and got this error 403 : We’re sorry, but we could not fulfill your request for /blog/wp-login.php on this server.

its says I can use the key to fix the problem myself…but how?? I can’t get into my admin. I’m using Bad Behaviour plugin which stops a lot but still lets spam through.
any ideas please.
