special variable in 'success upload message'

I’m trying to present a shortcode in the success upload message that a user can incorporate into a post, however the %brl%, %brr% and %dq% variables are not translating back to [ ] “.

Here’s the upload message response:
Insert the following text into your post: %brl%sgpx gpx=%dq%/wp-content/uploads/harv4.gpx%dq%%brr%
