Startwrap/Endwarap Not Working

I am new to the plugin and just started doing some testing.

I am using the startwrap/endwrap to try and add extra HTML to the trigger text (e.g. <strong> </strong> )

But the HTML simply displays as part of the text in the trigger and seems to have no effect. What am I missing?
