• This is a bug. I have geo turned off and have no caching running.

This is a required field. It doesn’t take much of a logical leap to know that if a field is required it should default to NOTHING which would then force the user to select a value. If a value is defaulted to then it would be possible for the user to forget to select a correct value.

Update…..I’m logged in as admin. That is a bad assumption to use the store’s address if I’m an admin. If I’m an admin it should default to the setting for customer location.

    Hi @graftedin,

Have you tried the “No location by default” setting” for “Default customer location” under WooCommerce > Settings?

With that selected, customers who are not logged in will see blank fields:

If you’re logged in as an admin, your address showing up is expected behavior if you’ve placed test orders on the site before. Can you test placing an order using your browser’s incognito window and seeing if your address is still being shown?

I was logged in as admin and I had NOT placed any orders so the expected behavior would be that state is not selected.
