State Tax not functioning

For some reason I can’t seem to get my tax rate to add on to orders originating from or going to my home state. I want to add sales tax to those orders and when I enabled “Turn tax on” under the store settings tab, then checked “Apply tax when Billing and Shipping Region is the same as Tax Rate”
I hoped to see orders with the subject state selected add the tax rate – currently it doesn’t work. Any help? Ideas etc?
