Static Cart Bar Missing

Hi Guys,
I recently had an issue with the checkout page which errored when trying to access it. I resolved this by reinstalling woo commerce all together, however now that i have it installed the static bar that is usually at the top with the cart button, my account etc is vanished, how to i add this back, as it makes it very difficult for potential shoppers to go to their cart or account.
