Stats don't appear for Editor

I have Jetpack working in my Administrator login. I created an Editor login and noticed that I had to authorize jetpack for this account but there is no site stats menu item or checkbox in the Dashboard.

Do you have to authorize Jetpack for every user? I would have thought that it is site specific – not user specific. And how do I get the stats to appear? That’s what this user wants to see.
