Sticky lastest post from one category automatically?

I’ve see a lot of topics that dance around what I’d like to do, but nothing that addresses it specifically so I thought I’d ask here.

What I’d would like to be able to do is designate one category where the latest post from that category is automatically “stickied” to the top of the front page and then followed in typical fashion by posts from all other categories. I’ve tried a few plugins that come close (Awsom Announcements & AStickyPostOrderER came closest), but none that hit it right on the mark.

We use our WP install to communicate with a user group and the top post should always be the monthly meeting reminder. It should be followed by all other informational posts. Previous meeting reminders should not be displayed on the front page.

If anyone knows of a plugin or snippet that will get me to this end, I would sure appreciate it!
