Sticky scroll bar in editing text area

While writing or editing a new post or page, there is the “main” text area in which the text is being written/edited. It has a scroll bar on the right.

This scroll bar “insists” on jumping back to the top of the text area every few seconds, which makes writing/editing in the bottom of the text area very difficult.

Has anyone experienced this? Any solution?
