Sticky ToC is only appearing on few pages on Mobile

I’ve implemented the ToC on the blog sidebar for the Desktop, and it’s working fine. I tried implementing a Sticky ToC for Mobile, but the target is not working properly. Also, I displayed it on mobile using CSS, but it’s showing only a few pages; some pages are still not showing a sticky ToC.
Please let me know if there any issues with the implementation.

Note: The issue is with Mobile device only, Desktop sidebar is working fine.

On mobile, this is not coming on all blog posts even those that have the ToC on desktop. Please find the screenshot with the CSS which shows how it’s enabled on mobile and hidden on desktop. https://ibb.co/Qd9zKZs
