Still can't see this webpage on a cell phone

Hi, I still can’t find a way to have my Bouquet website been seen on a cell phone (I posted earlier). I called Go Daddy and asked them to check everything and they said all connections were up and running just fine. I deactivated all of my plugins and when i do that, it still does not show up on a cell phone so plugins aren’t the problem. Go Daddy people said to have the theme owner double check their settings and code to make sure all is fine.
This is very upsetting and frustrating….I will have to change my theme if this doesn’t work soon…..is there a way to make this work?
