Stop Contact Information button from retracting

It seems that the Contact Information is hidden by default and users are required to click the Contact Information button to show the contact details. However, when users click this it brings the display to the top of the page (like that go to top javascript), shows the contact and retract (hides contact again) in a second or two. Is there a way to disable this javascript so that Contacts are not hidden by default? Thanks
