Stop repeat file downloads

I love wordfence and it has helped a lot to defeat our spam bots.

Unfortunately, we still get a lot of people/bots downloading large PDFs repeatedly. It would be excelent if we could specify some URLs that if requested repeatedly by the same ip address would result in the ip address being blocked/throtteled.
