Stop Woocommerce from autofilling address fields from user

Hello,
I have a wordpress multisite that I have set up with 2 stores. store 1 is for customers to place orders online, store 2 is for employees to take orders from a phone call. My issue is that on store 2, the previous customers info is auto loaded into the billing address fields. This has caused a few mistakes to be made on the order.
So I was hoping to find a way to either force the billing fields to be blank and not load user info, or stop woocommerce from updating user info once order has been placed. Unfortunately after a week of research and attempting to change this, I have not found a way. To make things extra difficult, I was hoping to find a way that would still allow the billing info to auto load on store 1.
