Stop worrying about people uploading media with bad file names

I have sites where other people are making edits to the site, and not all of them know to care about the filename of media being added to a site.

This helps encourage/enforce the optimal media naming scheme (match the title the media is given) and makes renaming media after the fact much more user friendly.
