Store Vendor Capabilities missin (using group & staff plugin)

My store vendors have complained that features they had previously are no longer available. I can see in my capabilities section for store vendors that they are missing PDF Invoice and PDF Packing Slip options – whereas the store managers capability has these options available. How can we get these back to choose from for Store Vendors? There seem to be a number of options missing from store vendors capabilities….. Please can you address urgently.
