Storefront not sending out order acknowledgement emails

I would be surprised if this was being caused by the Storefront theme.

Can you switch from Storefront to Twenty Seventeen? If the problem still persists and orders are still on-hold while you can see the payment in PayPal. This would be an IPN issue. https://docs.woocommerce.com/document/paypal-standard/#section-21

If emails are “not being sent” then there may be an underlying cause. Please read through this support documentation carefully – https://docs.woocommerce.com/document/email-faq/ – especially the part around installing a Mail logging plugin to help identify the issue.
