Stores Not Importing

I’m having an issue exporting stores from my old site to my new site. When I try to import the csv it says:

Returned error: Update failed! The provided wpsl_id 9467 doesn’t belong to a store location.

It says this for every store on my list (560+). I have even exported the database table from my old site and imported to the new – it shows all the locations in the table of the new site, but does not show up on my new site.

Thoughts?
