Strange Behavior on Page Loading

When loading a page on my mobile phone the menu button on the right-hand side does not correspond to the settings. After dragging the screen down the screen to refresh the page, the right panel opens / closes and the menu button appears as it should:

Hopefully this strange behavior can be resolved.
