    Have you tried to disable javascript under WP Super Minify Settings?

    sorry… I guess I should have update this thread earlier, but the issue is resolved.
    I had another minifier installed too. when I removed that, all was back to normal.
    so here is what I noticed
    with javascript disabled: there were no issue with site layout. PageSpeed Insights score 74

    with javascript ENABLED: issue with site layout. PageSpeed Insights score 80
