strange permission error

  • My wordpress site’s root was compromised. I reverted to an earlier version that now allows me access (before the password was changed), but now when I try to update a plugin I get this weird permissions error,

    Update failed: 403 Forbidden Forbidden You don’t have permission to access this resource.

    I have apache logging to debug, but I’m not seeing a corresponding 403 error. Could it be my wordpress is still doctored and *it* is throwing this bogus error?

    I manually reinstalled WP 6.2 with no change. I also notice this in site health
