Stretchy/Squishy Header etc. in 2011 Page

I would like the header, navebar, content to be a fixed place/size as the window is adjusted (I think that’s how it is in the parent theme). It was that way when I started and somewhere along the way this happened. I’ve been tinkering with style.css in a child theme, thankfully. Where did it all go wrong?
